According to IDEA, "in order to provide students with disabilities with a free and appropriate public education, it is useful to classify learners in terms of incidence." Incidence relates to how many students with a particular disability or combination of disabilities reside in a community. Two types of incidence occur, they are as follows:
- Specific Learning Disabilities
- Mild/Moderate Intellectual Disabilities
- Behavioral Disorder/Emotional Disturbance
- Low Vision
- Deafness
- Heard-of-hearing
- Deaf-Blind
- Significant Developmental Disability
- Complex Health Issues
- Serious Physical Impairment
- Multiple Disability
